The Human Sciences Research Council is a statutory research agency whose mandate is to inform the effective formulation and monitoring of government policy; to evaluate policy implementation; to stimulate public debate through the effective dissemination of research-based data and fact-based research results; to foster research collaboration; and to help build research capacity and infrastructure for the human sciences. The Council conducts large-scale, policy-relevant, social-scientific research for public sector users, non-governmental organisations and international development agencies. Research activities and structures are closely aligned with South Africa’s national development priorities.

The Office of the Deputy Chief Executive Officer (ODCEO) seeks to appoint an experienced, high functioning Programme Manager for on a 3 year contract to be based in Pretoria commencing in May 2021 or soon thereafter. The programme for which this appointment is to be made is called the Department of Science and Innovation – Human Sciences Research Council (DSI – HSRC) Internship Programme. The programme aims to bridge the gap between academic study and competent performance in the workplace by offering structured internship opportunities to unemployed graduates in the Science, Engineering and Technology (SET) disciplines as well as those in Humanities and Social Sciences (HSS) discipline. The programme is designed as an evidenced demonstration study which will investigate the impact of provision of structured work integrated internship opportunities to targeted graduates in enhancing labour market outcomes
Key Responsibilities

1. Responsible for strategic planning including priority setting, strengthen operations, and ensure that programme staff are working toward common goals and intended outcomes and results as per programme design and theory of change.
2. Act as knowledge and coordination hub for various programme functions.
3. Manage and coordinate all aspects of the DSI – HSRC Internship Programme in accordance with programme goals and objectives and in collaboration with a research team under the leadership and guidance of the Principal Investigator and Co-Principal;
4. Coordinate and liaise with the Principal Investigators to ensure that the programme is implemented as per the design outlined.
5. Manage and supervise staff to implement programme activities as per the programme plan and ensure that all deadlines and milestones are met to an exacting degree of precision, quality and in line with the programme theory of change.
6. Effectively manage financial, human and other resources for optimal delivery of the Internship programme as per programme logframe.
7. Manage the development, finalisation, updating, and continuous review of of programme budgets and operational plans.
8. Ensure the effective utilization of an Online Recruitment, document management and engagement Platform.
9. Manage the effective implementation, monitoring and evaluation of the Capacity Development Programme targeted to Interns and Host Mentors.
10. Liaise with and provide administrative and coordination support to the Principal Investigators with respect to the implementation of primary data collection activities, both qualitative and quantitative and ensure that these are on track and implemented as per plan and programme theory of change.
11. Liaise and engage with the payroll office to ensure all payroll requirements are adhered to.
12. Convene programme team meetings and management meetings, and ensure follow up and implementation of all agreed upon decisions.
13. Compile monthly narrative reports for submission to the ODCEO reporting on the programme’s implementation and milestones achieved.
14. Compile quarterly narrative reports for submission to the DSI and report on the programmes progress in quarterly meetings with the DSI.
15. Manage all Internship contracts and ensure that all legislative and regulatory requirements are met.
16. Initiate and facilitate networking and partnership engagements.
17. Manage data, both quality and storage, and ensure that adequate back-ups are in place, and all team members have access to relevant data and project information.
18. Troubleshoot problems, and launch initiatives designed to reduce operational costs and maximise resources.
