Deputy HOD: SSHER
MAIN PURPOSE OF THE JOB:To assist the HOD to manage the Safety, Security, Health, Environment and Radiation Section to ensure compliance with relevant regulations and standards and implement relevant measure to ensure a safe and healthy working environment to meet the business strategy of the Company. Drive continuous improvement initiatives ensuring that all statutory and regulatory requirements are met. Provide technical advice on Group policies and guidelines to ensure integration of procedures and systems. Key Performance Areas:Design and manage the Companys SSHER Management systems, policies, procedures, control standards, measures and programmes, aligning them to strategic business and SSHER objectives.Provide input to SUs SSHER strategy plan and objectives and ensure alignment with Group / URC requirements and targets.Ensure the correct application of all relevant SSHER statutory requirements, regulations and standards.Coordinate all aspects of resource use, pollution reduction, waste management, SSHER health, risk assessment and employee involvement.Promote, manage and recommend changes to SSHER policy / strategy to facilitate compliance by all employees and Contractors.Benchmark the SSHER Risk Management programmes/systems and strategy against national and international standards (best practices) to identify improvement opportunities and threats.Design and implement improvement plans continually for programmes, systems and internal controls, employee participation and management support.Manage and structure the SSHER Department to deliver budget requirements and promote the Companys sustainable development accountability culture.Monitor the implementation of the departments strategic objectives, evaluate the outcome and assist the HOD to gain the necessary support from URC.Design, conduct and implement internal SSHER control and audit systems to identify continuous improvement opportunities.Coordinate comprehensive internal and external risk assessments and controls to establish and recommend appropriate remedial action.Review and authorize measures to help protect the mining environment from potentially hazardous work methods, processes, or materials.Conduct/manage internal SSHER policy, procedures and codes of practice audits, coordinate external audits including inter-mine SSHER audits and peer audits.Ensure that audit recommendations are implemented in compliance with applicable insurance standards and current legislation.Investigate all serious/critical/high potential incidents to identify causes and determine prevention measures.Develop an incident and cause classification system, and maintain an incident/lessons learnt database.Order suspension of activities that pose threats to the environment, health/safety, radiation and/or security.Take the lead in developing and maintaining SSHER emergency preparedness and response.Monitor associated remedial action strategies and implement medium and long term plans to prevent similar occurrences.Identify training needs for the department and propose initiatives to close the gap.Ensure that risk management and compliance requirements are clearly communicated and understood by all employees, contractors and relevant parties.Raise awareness at all levels of the organization, of the impact of emerging risk related issues, whether legislative or best practice, on corporate, ethical and social responsibility.Manage the design and implementation of SSHER training courses, awareness or education programmes including an induction programme.Conduct Public Relations (PR) programmes, which share knowledge, promote the Company and share ideas in the field of SSHER, health and safety awareness.Monitor the effectiveness of SSHER training and awareness programmes and coordinate improvement initiatives.Assist and guide management to implement the SSHER codes of practice, policies and procedures.Provide specialist technical knowledge and advice to all levels of management.Compile the Companys SSHER risk assessments, reports and statistics to meet company and statutory requirements.Manage compliance to internal and external reporting requirements (legal and other), including a legal register.Manage the Department budget and cost control systems and processes.Identify SSHER protection equipment needs, purchase, distribute and inspect their use and maintenance.Design, guides and monitor effective firefighting strategies, systems and practices at all the operational areas.Develop the emergency response personnel training plan and programme.Audit and monitor emergency response preparedness and activity, and identify corrective action where required.Ensure the adequacy of the corrective action to address the deficiencies and non-conformances.Manage the Companys fire and medical emergency service. Monitor the proto-teams and emergency personnel response capability.Manage asset protection services.
