To determine the operational level of safety that the prospective and approval holder is capable of achieving and does in fact achieve in actual operations. Through evaluation (assess), monitor (conduct periodic and unannounced surveillance) of compliance to continuing airworthiness standards of an aircraft. Issuance of recommendations towards processing or suspension of licenses and certificates in the following areasa) continuing airworthiness of aircraft and parts thereof;b) approval of maintenance organizations;c) maintenance certification of air operators; Site Visits and Inspections;a) maintain the national civil aircraft register and make theinformation from the register available, when needed;b) evaluate and accept air operators mass and balanceprogrammes;c) periodically review the airworthiness records of aircraft on theStates aircraft register to assess the adequacy of theirmaintenance and status of aircraft and the competence anddiligence of the persons and organizations who perform themaintenance;d) Analyse and investigate significant defects discovered inaircraft and determine corrective action to be taken whereairworthiness may be affected and correct any trends, wherenecessary;e) Monitor the implementation of the ADs and/or related SBsissued by the manufacturer (both foreign and domestic) to ensure air operators compliance to the continuing airworthiness of aeronautical products with an established procedure to avoid or correct service difficulties;f) Provide assistance to the Engineering, or evaluate the designand suitability when qualified, of aircraft components and equipment and their approval for use in aircraft, and assess and approve the installation of aircraft components and equipment;g) Evaluate and approve or accept MCMs, maintenanceprocedures manuals, and where no separate licensing division exists, aircraft maintenance training organizationscurriculums;h) Investigate possible violation of the regulations in regard toairworthiness and take appropriate enforcement action, whennecessary;i) participate in type certification board activities;j) participate in maintenance review board activities for newly type certificated aircraft;k) prepare and distribute to the public documents containing allissued MCAI and airworthiness advisory material; andReports;Report with recommendations on outcome of site visits and inspections.Research, develop and propose specific standards to be applied in the area of certification, airworthiness and maintenance of aircraft.Issue special flight permits.Communication and Safety Promotion;Propose defect and airworthiness directives contributing to theprevention of accidents and incidents.Address Industry stakeholder problems/queries in an exemplary manner.Provide Industry feedback to the Authority.Inculcate upon Industry stakeholders safety prerequisites andprocedures.Proposal and Revision of Standards;Proactively research, develop and propose specific standards to beapplied in the area of airworthiness and maintenance of aircraft.
