The Technology Innovation Agency (TIA), an initiative of the Department of Science and Innovation, has a mandate to enable and support technology innovations across all sectors of the economy in order to achieve socio-economic benefits for South-Africa and to enhance its global competitiveness.TIA is a public entity with the aim of enhancing the countrys capacity to translate a greater proportion of local research and development from higher education institutions, science councils, public entities and private research institutions into commercial technology products and services.In executing its mandate, the organisation provides funding and non-funding support to stimulate innovation so that it provides a catalytic impact to the economy whilst improving peoples lives and protecting the environment.TIA is a talent driven, customer- centric and impact focused organisation. The Technology Innovation Agency endeavours to promote the careers of previously disadvantaged persons by applying the principles of the Employment Equity Act, as amended. Purpose of the Position: To manage and coordinate the development of the TIA strategy, annual strategic performance plan and business unit operational plans by researching and monitoring emerging trends and key strategic topics within the identified technology development sectors and National System of Innovation industry. Monitor and evaluate organisational performance to monitor the outcomes and impacts realised. Duties/Outputs: Develop and direct the strategic focus for all activities related to the regulatory requirements for strategic planning and M&E as defined by National Treasury and DSI. Prepare and submit all statutory reports, such as Annual and Quarterly reports and other ad-hoc reports to the DSI, Parliament, National Treasury and the DPME in line with regulatory requirements.Represent TIA in key thought leadership platforms, to create strategic networks, inform Policy and play an advocacy role to influence evolution of the NSI on topical subjects related to innovation.Support the organisation in the establishment of National Thematic Networks to inform strategic investment decisions.Lead the annual socio-economic impact assessment studies at both Corporate and Programme level.Plan and execute the corporate planning and reporting processes.Lead and coordinate the planning process towards the development of the TIA Strategy, Annual Performance Plan and Divisional / Business Unit Operational Plans.Ensure that all relevant policies and frameworks are developed and implemented. Ensure that there is adherence to units policies and legislation. Ensure that there is compliance to all TIA systems (performance management, HR, finance, Stakeholder information, etc.).Respond to internal and external audit findings Ensure timeous and accurate reporting as per business and legislative requirements and submit status reports on key items.Monitor and proactively analyse internal and external events that can affect TIA in order to provide ideas and intellectual leadership for both short-term tactics and long-term positioning of TIA.Provide strategic direction towards the development of Market and Business Intelligence capabilities in TIA to enhance strategic business decisions.Ensure that people in the unit understand and achieve Key Performance Areas and objectives Review performance against agreed performance standards Ensure that subordinates in the unit live the values and culture of TIA Constantly develop subordinated to improve their performance .Provided effective leadership to TIA in general and unit employees specifically through mentoring and coaching Ensure that the unit has the necessary tools and mechanisms to execute core processes Identify, manage and coordinate the implementation of systems, tools and initiatives to improve the performance of the Strategic Planning & Reporting UnitPrepare Business Unit budget and forecast based on operational requirementsMonitor expenditure against approved budget and address any anomalies
